Problem with owner for tenant

We are tenants of newly constructed by landlord.
Through a broker we approached the landlord. The owner said 24 hours of water available(Bore and Muncipal Water) and demanded for a rent of Rs 10,500/ rent per month.
According to the local survey only 9000/- is the rate of that area and house.
As we don’t want to face any need water problem. We agreed (orally no agreement ) for the rent of 2BHK on the first floor.
After two days he started asking us that we are using more water than needed and asked to dump the water with buckets from the tank (which is on the ground floor ) and take it up.
Now he started saying that he cant put bore for us. As it will burn for the heat.
If you(we the tenants) still want to continue to stay here, dump the water with buckets from the tank (which is on the ground floor ) and take it up, as said earlier.
This is the third week for us in that house.

In absence of proper Leave and License Agreement, you will have lot of trouble from landlord. Better insist to execute Leave and License for 11 months in which both the parties have to follow terms and conditions which are convenient for tenant as well as landlord.

vacate the premises . you have not entered into written agreement . you are not bound to stay in said flat for 11 months or more

Agree with Expert Sh. Ajay Sethi Ji. With out mental peace supply of basic needs as per life style, vacating the accommodation would be better recourse.

I thank you all.
I cant not shift immediately till august as i had already spend 60000/- (Advance, brokerage, shifting/packing and other expenses)
I we take initiative to talk with him to resolve he feels that we are dominating him/owner and feels that we should not complain to him every time for water problem.
any alternative solution please advice

You have no legal remedy, especially when you do not have any written agreement.

Must check with other resident, before payment & Agr.
Broker have their interest for brokerage, Mkt in Owner's hand. You have no remedy that is cheap or legal.

inform the broker that based on his recommendations that you had taken flat on rent . ask him to find alernate flat and adjust brokerage already paid . he will do so . as far as advance is concerned doubt you will get the refund . always before taking flat find out from neighbours the real situation
