why fir is lodged when someone lost the educational certificates?

FIR is first information report.

And no FIR is lodged if you loose it, FIR is lodged if they are stolen.

It is the General Diary and not FIR which is lodged.

It is not a matter of an FIR,you can lodge a general diary for lost of Certificate.
