Yes you can apply, to the PIO of that university.
If you smell any fraudulent activity, you can add it in your application itself. It will help in the latter stage.

it would be better to ask the list of probable exam/course wherein the particular student appeared rather entire list.

But Sikkim Manipal University is not a Govt. Organisation. It has not provided any information about RTI/PIO/APIO on its web page.Does it come within the perview of RTI act?
