Succession to hindu male dying intestate

Sir,
This is ,y first case.
My client's father died in Mumbai without will.
immovable Property in Hyderabad.

Survived by wife, 2 sons and 2 daughters.

Sons and daughters are ready to leave their shares in favour of mother.

What is the procedure to obtain Title certificate?

Deceased is not a govt. employee. Hence Tehsildar will not give Legal Heir Certificate.

Whether I can file a suit for declaration?

Where is the problem?
They can either execute and register a deed of relinquishment or deed of gift in their mother's favour.

Deed of gift is an expensive matter so you all other legal heirs go to the office of registrar Hydrabad and Relinquish your share in faovur of your mother and after due registration of this deed, get mutation entered in the revenue record or in the record of municipality.
