If Record Of Rights is not finalised or not Finally published then what is it's legal relevance. Is it valid or whether it does not have any legal effect specially in Bihar.

You have to visit Land Records Office or District Collector office of your district and tell the authorities regarding your problem. You have to put an application for record of your land. or search google for Land Records of your district.
