My friend caught on drunk & drive. It's been 3 year's no summons had received. From that day onwards he stopped drinking. Yesterday I saw him. He talked with me that the summons was not yet received. And he is now planning to go abroad. If any summons issued on him how he will escape from it without being charged...

He is free to go abroad unless he is served with the summons before he leaves for abroad and/ or has been specially ordered not to go abroad by the court.

There is nothing to bother. Even if summons is received, he can plead guilty,pay the fine and thus close the matter.
