If you have entered into any agreement with the society, please go through it.

Even after buying the plot, if whole or part of plot is needed for public purpose like road, it can be acquisitioned by government.

So, kindly ensure who is blocking the piece of land.

Consult a local Lawyer.

If you have not paid the amount fully, you can buy the 1600 sq.ft alone by paying cost for 1600 sq.ft alone.

If you have paid fully, you can buy the 1600 sq.ft and get the money for 400 sq.ft refunded.

Dear Sir,

I have paid him fully 10 years befour at cost of 600 per Sqf but now its market cost is 2000 per sqf so at what cost I will get refund from him. Market cost or Gov. Index cost.

Whether the land was duly acquired as per procedure? Consult local lawyer and show him all the documents.

Refer your agreement.
Mostly, you may get back Rs.600/-

Because you are not yet owner of the plot.

Contact a local lawyer along with agreement and other relevant papers and Consult him.

It appears you bought 2000 sqf t.plot from a co-operative society.

Now they have acquired and captured 400sqft.
of land for development of a road without your consent.

If sale deed in your favor does not authorize them to do so then they are at fault and a dispute between you and the society does emerges but as you are member of the society the proper forum to agitate the dispute is the REGISTRAR cooperative society by lodging a petition for award of compensation for land grabbed by the society either at market rate or at circle rate, whichever is grater.
Then to see what registrar allows.
