I am working as Assistant Engineer in UPPCL.
Can I take NOC before appearing in UPSC Prelims.

You should apply through proper channel means through your department as it shall benefit you in future if you are selected there.

You need to check the provisions of the conduct & discipline rules of your organisation. If that provides for the same, you shall have to apply for and get NOC of the competent authority before appearing in the exam, to fulfill the requirement of your organisation's CDA rules.
