Compassionate appointment

Can the dependents of govt. Servent will claim for compassionate appointment whose both parents are the govt. Servent at the time of the demise of anyone of them please clarify? If yes then give citations

No.The compassion appointment is meant to save the family if the breadwinner expired.In the given case the spouse is alive and is in service.So the question of compassionate appointment does not arise to the wards.
