Usage of tnhb road

We, 18 people by housing plots adjacent to Tamil nadu housing board. There is only one way to enter our site, i.e., via the housing board.
Our site is patta land, The parent document in our possession is regd at 1967.

The TNHB was handed over to The village panchayat for complete maintenance.

Now some plot owners of the ENHB blocked our passage. is it right?
It is the only approach way. The other side is river bed. another side is railway track.
Kindly advise us, what to do?

No they can not.
You have to file a suit for declaration and injunction to restrain such blockade or even to remove the same.
Do ot waste time as more promptnes you would show, more likely you get the order of ad -interim injunction till disposal of suit.

I suggest you to file a civil suit for easement of necessity before the designated civil court because you have no other passage for ingress and outgress of your property. Court shall definitely issue direction accordingly.
