Purchase a plot from gpa & sa holder

i want to know about to purchase a plot from GPA & SA Holder.

can i get the right of ownership of said property which is buy from GPA & SA Holder and can get a Loan from Bank to Construct a house on said plot

due to recent judgement of SC on 10/11/2011 about GPA & SA holder. clarify

is the GPA registered . ? who has given GPA ? is it a close relative .

if the owner of plot of land has give his close family member regsitered power of attorney you can go ahead
