send the complaint in registered post. then file a direction before highcourt, or file private complaint before magistrate court u/s 156 (3) of Cr.P.c. and direct the police to investigate and register the case.

after Sakiri Vasu Case, you are left with an option to approach magistrate under S.156(3) Cr.P.C as advised by Mr. Ganesan
however, this issue is under consideration the Hon'ble SC and has been referred to larger bench....the title of the case is Lalita Kumari v/s State of UP.
even though certain interim directions have been issued in Lalita Kumari's case but the proper remedy will be to approach Magistrate under S.156(3) Cr.P.C

Even if we experts are demanding 156 but the Magistrates in Gujarat are not entertaining, in the case one has to put option open for 202,to register the offence in the court and get satisfied.

However,Police do not take initiatives to entertain that in time,which always create more hardship.
