Legal Notice not answered

What actions can be taken against the Mandal Revenue Officer who has issued illegal dependents certificate, he has not even answered the legal notice issued by my lawyer. So please guide me. My intentions are to cancel the dependents certificate issued by the MRO.

If he has not replied the notice within the stipulated time recourse lies in filing a suit for cancellation of the dependants certificate making the MRO also a party to the proceedings.

File a declaration suit to get declare you as legal heirs/dependants against the persons who have illegal claimed as dependants.

We have been decalred as guardian/legal heir by the district court, even though my opponent is holding an illegal dependents certificate issued by MRO before the court judgement and that MRO didnt replied to our legal notice.so please advise.

File a suit seeking cancellation of the illegal dependent's certificate and make the MRO also a party to it as well as his Dept.
