disown by parents

My questions are
1)Is it true that if my parents disown me then police can't arrest my parents after filing of 498a by my wife?
2) Can my parents own me again later?

If your parents disown you, it would only mean that your relations with them are not good and they might not have interfered in your life so as to instigate you to harass your wife or harass her themselves. Whether the police'll arrest them or not will depend upon what allegations are made against them by your wife and also when did they disown you.
