Can a si release a guilty without investigation

One of my female friends who happens to be a journalists of a reputed satellite channel,was humiliated publicly by a youth in broad day light when she questioned his rash driving as he was about to have collision with her car.The youth in presence of the traffic police abused her along with her husband with foul languages and gestures.She lodged a formal complain with the local police station.To our horror inspector in charge after arresting the culprit let him go without any inquiry.
Is there any legal remedy for such an act of the particular police station as a formal complain was being lodged?

Ask the inspector why he did so. If he does not respond properly, approach his senior officers.

First of all ensure whether a FIR has been lodged against that person or not and furher that whether the same was released on kachha bail or not.

f you do not file FIR, naturally you allow him to do as er his judgement
