If the investigation officer finds/feels that X had committed an offense, I/O can arrest X for enquiry. After the enquiry if the I/O feels X had committed any offense he will produce X before the Magistrate for remand. There certain procedures to be adopted by the police while arresting the accused. These procedures are directed by the Supreme Court in protecting the Human Rights.
