I helped one person by 2 lakh rupees 20 years ago.he cheated me and went to abroad.so i couldn't file case upon him.i came to know he is in India now.can i file complaint on him now? Is there limitation hurdles on this?

I opine that a suit can be filed within 3 years from the date of cause of action has arisen. The said period of limitation cannot be condoned.

It is barred by limitation, no claim is maintainable after lapse of 3 years as advised by senior expert Mr Kavksatyanarayana, I endorse and appreciate the same.

You can't file civil recovery suit against him being time barred by limitation.

If you have come to know about his presence in India recently then you can file criminal complaint of cheating against him in magistrate of that zone of concerned state of india.

First of all, serve a legal notice upon him demanding the payment of the pending amount with interest and informing of appropriate action in case of compliance.
