when a person belongs to SC ST act and meanwhile he/she start to follow Buddhist relation . Then is he/she can be able to use SC ST act for his?

Just because they follow Buddhism it doesn't mean that they are not covered under SC/ST Act.

What exactly do you mean by last sentence?

Legally, a even after conversion Buddhism there is no change in status of SC. A Buddhist is still considered a Hindu. As for ST, change of religion makes no different in status.
