Pay protection in Delhi govt.

If I move from a central govt office to the Delhi govt office to a lower grade pay through proper channel and by tendering the technical resignation, will I get the benefit of pay protection in Delhi govt.?
Please also share OMs, if any in this regard.

going to lower grade is not a movement in public interest. so no pay protection should be given.

If I move from Central Govt. job (4800) to a Delhi Govt. job (4600) through proper channel tendering technical resignation, will I be eligible to get benefit of pay fixation in Delhi govt. Please suggest and share any circulars/OMs in this regard.
