Does non-registration of FIR could be considered as criminal contempt of court in the light of landmark judgment of supreme court- lalita Kumari vs. State of UP 2008?
If yes, can this be filed in HC?

Your observation is right.
However discuss the facts of the matter with your able counsel.

No contempt of court is generally entertained in such situation though you can file writ petition in high court against police inaction.

I think you should file a writ petition at the High court.

Goyal Sir,
I hv filed 482 in person for quashing a counter FIR reg against me bt police did not register 420, 463 FIR. The FIR against me is in consequence of 420 463 complaint. Police is playing in hand-in-gloves!
Please suggest whether filing IA for registeration of FIR or writ ?
