I do not think a scribe require any licence, however, it is a vague query.

I think the author means the writing of the documents for registration.

License is required for non-advocates.

All the advocates are having the right to write the documents for registration, no separate license is required.

At the bottom of the document the advocate has to sign and give his address and enrolment number etc.
