Caste determination & procedure to change the caste with that of my father.

With regard to this, I had already asked a question. Now, I would like to know where the Suit is to be filed i.e., whether in the City Civil Court that comes under the jurisdiction where we reside or to file a Writ in the High Court. Because, each one of them give a different suggestion. I need a determined answer so that I can proceed at the earliest. Thank you.
