No action by registrar of co-op. society

What step is to be taken if The Registrar of a state co-operative Societies doesn't take any action on the Society which deliberately not replying to my complaint which the Registrar forwarded it to Society for explanation/reply even after eight months regarding transfer of membership to the nominee/s.

agree with expert. you can also send a RTI application to registrar and ask him/her about status of this complaint.
