Sir/mam,

My query is this if any person wants to change their religion who is a hindu,as he want to convert in muslim so which law will apply to him.

he is at liberty to convert . however in some states like gujrat religious conversions are barred without prior permission of district collector . you may land in jail if you dont take prior consent

after conversion, law of his converted religion apply.
However only to remarry, if hindu converts to muslim, it is colourful conversion, and for that particular purpose, law of religion is not applicable. Hindu cannot take disadvantage of conversion by Law.
Gujarat is strict as christian converter use to adopt malpractices and caught.
I had not heard for muslim conversion,
However, local advocate can guide better.
