Criminal or civil?

husband ran away twice with maid,with all goods and mobile properties that had came from wifes parents,
later after 6 month he left the kids (guls)
on the road at wife parent village at night by 12.30 am.As he has lots of good relation to police with higher level authorities, no case or report was entertained by police.
ans thus he save himself by both maintainace compensation and any kind of case
the said incident happend 4 years back.lots of time he threatened me not to reach to court to file case for my kids maintenance or for any property claim

pls help me how to file case?under what jurisdiction ?and under waht section waether it is criminal child abuse case ?or just a divorce case?

It shall be better for you to engage a local lawyer as your question has many aspects and its reply is legal one which may not be clearly understood by you.

In nutshell, it is clear that you have various legal rights in the given facts like maintenance for you and your children, DV case, Criminal cases etc. You can even file those cases from your matrimonial home.

You have wasted lot of time. Still nothing is lost.
You have to file a case for maintenance u/s 125 crpc and u/s 12 of PWDV Act.
For the crime he has does you have to file criminal case u0s 498A, 506, 484 , 503 etc of IPC.

Do remember there is court if not police to help you out. For every laches of Police you can go to Court to obtain necessary order upon the Police. Police can be reluctant only upto a certain limit but not when the court reprimand it.

Even you can lodges your complaint to higher authorities of Police,

you wasted 4 years, lost all your evidence and it's value in the eyes of cri laws

story has inbuilt contradictions.

On the one hand man runs away with basic goods and maid and on the other hand he has top level contacts. How both situations co exist.
