best way you consult with wakf board of your jurisdiction they will clear that whether buy it or not.

As seller is not having a clear title in his name and has only a notarized unregistered paper so it is advised not to purchase a risk.

Don't take risk it is very tidious job to get permission of waqf board.secondly your document is no registered one you may leave the transaction gracefully .

It is strange how people rely on the Estate Agents words and invest money in purchase of immovable properties. You should have got the Vendors title to the property examined by an advocate. Had u done this u would not have entered into this transaction. An immovable property cannot be sold under a notarized document. Further since the property is stated to be wakf property it could not have been sold to u in the manner sated. Better demand for the refund of the money. Consult a Lawyer and do the needful immediately.
