Complaint against harasment

I wish to know that is there any law / section by which we can bind a person causing harasment and mental torture by chasing me, my family members and then abusing every now and then.
Since it is not any phsical harm so I understand Police is also helpless in this case. I had already lodge complaint in written to nearest PS but its was of no use in this case.

You can file a case u/s 506 ipc.
Since is not registering the FIR, you need to file one petition u/s 156(3)crpc.
Engage a local lawyer.

You may also serve him a notice of defamation and then can file a defamation complaint.

If you have a strong evidence, proceed as a private complaint.

IF you dont have a evidence in hand, you can seek the court for direction to police to investigate.
