Alternative in lieu of society letter/noc, for police verification purpose

Hello to all respected lawyers on this forum!

Sir's, I have a query here to what I seek your kind attention: -

I require Society letter/NOC from the Society for police verification purpose (at NAVI MUMBAI) to validate my stay at the place I've been living since last 11 years, but today the Chairman denied giving it demanding to pay the outstanding maintenance charges balance since last 6-7 months.

I am ready to pay it at the earliest possible, but can he blackmail me for issuing an NOC on these grounds? Where can I complain against him for an immediate action. Thanks for your valued guidance in this regard.

Also, the policeman said it's mandatory as it is stated in the list of documents given to them from higher levels. So, I want to ask will some other documents furnish to serve as credentials in place of Society letter. I possess the Registration papers, Agreement, electricity bills & maintenance receipts of the last 11 years filed up.

The Police Verification is not for passport issue purpose as I already have it. It's for entering into & working in some restricted areas of Central Govt. Organizations & hence required as per their Security norms.

You can submit letters issued by your neighbours confirming the stay.

It does not seem a blackmail to press for outstanding maintenance charges by the society. First pay and proceed.

Whether default in payment for use of facilities provided in the Society and asking for the outstanding amount from a member tantamount to "blackmailing" by Chairman of the CGH?

You are trying to circumvent your dues, pay them and use the facilities in a dignified manner.

No Sir Shri Vashishtaji, I don't mean that. I am willing to pay the dues, but for some financial crisis, it get's delayed. I am a Govt. Contractor & we don't get payments month wise, so every time this happens (since last 11 yrs of stay) that whenever the outstanding payable accumulates, I pay it in a single go of 10k, 15k or 20k. This time too, there wasn't even a question of outstanding dues on the board. It's being done on purpose by the Chairman, this is only I mean. There is no objection by any other member of the Society as everyone is aware of my honesty. Thanks!

Do you think paying maintenance bill irregularly / not when demanded is justified?

No worker working for the society would prefer any delay in payment for the work he has done for the society.

You are willing to pay, so pay and get rid of this blackmailing in your eyes.

Society is maintained from the funds collected by Managing Committee from its members, whereas, if other "honest" members also pay irregularly how it would be possible to manage day-to-day affairs of the Society, please appreciate.

I do not subscribe to your perception/way of functioning especially delayed/irregular payments of bills raised by Managing Committee against you.

Instead of irregular/delayed payments prefer to maintain a wallet of credit balance so that whenever you need any sort of help from the Managing Committee they must be available willingly.
