Pio state that copy of jamabandi 2004 can't given by rti and you can't ask any questions by rti . Now what first appeal shall I make . What is counter reply

it is a repeated query. however, if the information/reply given by a PIO is not satisfied to the applicant, he may appeal to the appellate authority to that PIO. then also the applicant is not satisfied he may appeal to the RTI commission.
In an RTI one can request information, and can not question the reason for decisions arrived at.
You may rephrase your query as: [1] "Please inform me the section of law or rule under which the decision was taken to the change of Pati in new jamabandi" [2] "Please inform me the name and designation of the officer who has arrived at this decision of change"
because this is not information existing in material form.
In RTI you cannot ask reasons for a decision you can at the most call for documents leading to this decision, you can seek copy of law or order under which this decision is taken and the details of the authority who took this decision and copy of the decision.
