employer cheated- what should I do

Dear Sir,
We are working with M/s NeoSys Equipments at WFGD system, Stage-V, NTPC, Vindhyanagar, Distt-Singrauli (M.P.) - 486885.
M/s Neosys Equipments got contract from M/s Alstom (india) Ltd., Kolkata and Alstom got order from NTPC, Vindhyanagar. In the month of January- 2016 Alstom retrenches Neosys from its work. M.D. and Project Manager of Neosys left the site office, Vindhyanar without paying salary and wages of anyone (Staff, workers and Supplier) after that Alstom paid the wages of workers but denied to give salary of staff. We haven�t get salary from October-2015.
In this regard we requested many times to NTPC authorities, Alstom authorities and also lodge a complaint in police station, vindhyanagar but no one helping us.
We and our families are in trouble and facing many problems due to financial crunch. We are requesting you that please do needful and try to avail salary/wages.

You can approach the Labour Commissioner and also request some trade unions to take up the issue. Legal remedies could also be sought.

Consult in detail with local lawyer dealing in service matters.

Alsthom has paid wages of workers (probably you are referring to workmen) but did not pay wages of staff ((probably you are referring to non workmen).
You may certainly consult an able counsel specializing in labor/service matters with all documents on record.
Until paid the wages are debt on employer.
You are seeking to fasten liability on Principle Employer.
Your counsel can advise after examination of docs and facts.

How i can approach to Labour commissioner. I e-mailed all documents to Labour commissioner but no response from him.
This is first case for me and I don't know about legal action. What to do.

Instead of filing complaint by email you will have to file hard copy of claim either personally or through union as per laws applicable.
You can also locate "some" lawyer around the Labour Commissioners Court, practicing similar case(s), search and proceed as advised/guided.
