Refusing to allow subletting to bachelors

Our residential association registered under the "Travancore - Cochin Literary Scientific and Charitable Societies Registration Act, 1955" bans letting flats for business purpose.

Does letting the flat for Guest House purpose for a company/ organization constitute a 'Business'?

If it is silent then such restrictions has no legal force.
