Regarding penalty on usage of elevators

Dear Sir,
I am staying in 7 storey tower which has 3 wings A, B & C. Due to huge amount of usage of the elevators by the members who keep shuttling to and fro for leaving their children in baby sitting or tutions which is resulting in surge in our Electricity Bills.
(For example: Suppose i am staying in wing A & baby sitting is in wing B than I am not allowed to use wing B elevator or i have to pay charges)

Regarding this issue Commitee of the Society has comewith two options:

1st option : Nobody (even Society Members)is allowed to use Elevator for leaving their childrens to Baby Sitting or Tutions. If found there will be fine of Rs.100/.

2nd option : Society will be charging Rs.50/. per child who runs Baby Sitting & Childrens coming for Tutions are not allowed.If found there will be fine of Rs.100/.

Debate on the above issue:
1. Why such rules should be laid on Society Members. It should be only for outsiders.
Ans from Committee Members : There should be equal Rules & regulations for Society Members & Outsiders.

2. What about Doodhwallas, Paperwallas & Maid Servant etc..?
Ans from Committee Members : It is neccessity.

3. Why Society not Charging Commercial Charges on members who are running Baby Sitting & Tutions?
Ans from Committee Members : On these some members started arguing that in my Tutions only 5 Childrens are coming whereas otherone had 50 childrens. So why should we borne same Commercial Charges.

Now, my question is that whether both options are Valid. As per my knowledge there is no such Commercial Charges can be laid by Society on members who are running Tutions & Baby Sitting although there is no such rule that Society fine Members who are using elevators for leaving their childerns as we are paying equal Society maintenance.Also as per 2nd option members who are running Baby Sitting is charging to us that means indirectly i have to pay extra charge which i think not fair.

Kindly request you to answer as soon as possible.
