You can file a civil suit for recovery of money provided the debt is not barred by limitation.

Mohit! You have not told what is the document in your possession under signature of your debtor showing his liability to pay. The same document/agreement/contract/acknowledgement shall be the base for the recovery suit.
Limitation means 3 years from the last date of acknowledgement of debtor to pay the debt.

You can recover the amount filing Civil suit.
You need to pay court fees Rs. app 25k in mah state, lower in other states.
The Bill raised for travelling, and approved by debtor is essential. Issue notice, demand your dues, . Check for debt should not be over 3 years [Time Barred}
Engage a Local Lawyer to do needful.

From the query, cannot make out, on whose behalf of the travel expenses incurred, how the liability. If the dues are legally recoverable then cause to issue legal notice and if necessary file suit for recovery of dues.
