Wheter PWDV act having retrospective effect.or whether offence commited before act came into inforce,if not then with which provision or is their any case law.

The complaint should be made after the enactment, but the cause of action can be prior to that.

As this Act is new one in operation so case law on this Act are few and not available on the aspect as discussed.
Law is nothing but a common sense so accordingly the crime committed prior to enactment of this Act, if is still continuing and if it is a chain of events then definitely for deciding such petition, all those incidents may be taken in sequence. There is no separate punishment for each and every event under this Act rather it is state of mind of complainant made to suffer cruelty in the hands of respondents.
