Case of wrong comitment and cheating

We had travelled abroad by taking a package, there was lot of promises in written made by this company and lot of inclusion were given, many of these were not honoured at the destination, can i know if a police case is mandatory, can igo directly to court, can someone help me with the sample of notice in this case, apart from cheating what all sections can be included.
