Central government employee joining railway‘through proper channel with technical resignation

Respected Sir,
1) I am appointed as “SSE(Mech.)” in Pay Band: 9300-34800 & Grade Pay: 4600 in Carriage Workshop, Lower Parel through RRB Mumbai.
2) Previously, I was working in Ordnance Factories, Ministry of Defence as “Chargeman(T/Mech.)” in Pay Band: 9300-34800 & Grade Pay: 4200 in permanent post.
3) I have joined Railway service Through Proper Channel with permission of Ordnance Factory giving Technical Resignation.
(‘Technical Resignation’ Letter is also send by my previous organisation to LPL Workshop through registered post. Also my ‘Personal File’ containing Service Record, Leave Record & Bond Transfer is sent by Ordnance Factory to this office).
4) I was appointed in Railway with only stipend in my training period. I have not been given HRA, TA and NPS Deduction in my training period.

Please advise me whether I am eligible for HRA, TA and NPS Deduction during Apprenticeship Period (Training for selection against a permanent post).

You are not entitled for the service benefits you mentioned above during your apprenticeship period.

During Apprenticeship Period the Rules of department applies.

yes. as per your given fact you are not a permanent staff. still you are on training. (Training for selection against a permanent post)

while being so you are not entitled for claim any benefits just like a permanent staff.

just be patience till completion period of your training.

Dear Sir,

The similar Benefits mentioned by me HRA, TA & GpF deductions instead of NPS are availed by candidate who are previously working as Junior Engineer (JE) in Railways and recruited to the post of Senior Section Engineer(SSE). They are also not giving any outturn to the workshop during Apprenticeship training period, but get full pay consisting of HRA, TA & GPF deductions.

Only difference in above example is, the above recruitment is from Railways to Railways. My appointment is from Defence to Railways i.e. Central Government to Central Government. I was also working as Chargeman (J.E.) in Ordnance Factory, Ministry of Defence and selected as SSE in Railways in Higher Grade Pay through proper channel with Technical Resignation in past organisation with continuation of service.

Not "the ONLY" difference, but a major difference. Any working person in his parent department, if sent on training, not only his training period is treated as duty and qualifying service for all puroses, but also he gets salary of the last post he held.

Protection of pay on transfer from one centrl Govet. department to another does not mean protection of all other allowances also.
