Quashing of fir

On 26.3.2011 FIR was lodged against an employee for embezzlement of funds. He got bail on 24.9.2011. Till date the charge sheet is not filed in the Court. Can the FIR be quashed in High Court ?

Without seeing FIR it can not be said.
Delay is submitting CS is no ground for quashing which is nevertheless is rarely allowed.
