who is the owner of the house? Only the signature/s of owner is required not of his legal heirs.

If younger daughter is owner in documents or the house is in name of their father who expired intestate, she can send power of attorney. If mother is sole owner / house is not ancestral, no need of daughters signatures.

If mother is the perfect and absolute owner, signatures of her daughters is not necessary, please tell whether she is the only owner of the entire property or not.
