Whether fir can be filed by speed post/registered post?

As majority of Police stations are very rude and rough so majority of the complainant do not report the offence
If any complainant wants to disclose the cognizable offence committed by the accused. whether he can file the FIR by sending signed written complaint to the Police station by speed post/registered cover by avoiding his physical presence to the Police station at initial level for escaping from undue harassment??

Yes complaint can be lodged by letter through registered post.

no, he cannot file FIR as it can be registered only by police persons.
but he can send complaint by SP/RP.

Yes it can be lodged through registered post, it is the duty of police to register FIR even received through phone.
If police doesn't register after registry file application under 156(3) before court.

As per section 190 of Criminal procedure Code, any person can move the wheel of criminal machinery of the State means a complaint even sent through mail or post can be got entertained by police and a first information report can be got lodged thereto and complainant need not come to police station for that purpose.
