If 4 persons have to file complaint under Section 12(c) of consumer protection act, will they have to combine (add up) their relief for deciding pecuniary jurisdiction or do they have to file it independently.

They can file either way.

There is no issue of pecuniary in consumer fora so if the interests of such complainants are same, they may jointly file such complaint.

if they have got some separate and individual claim then certainly they must file a separate complaint.
as the cause of action could be different....their mutual rights and obligations could be different.
otherwise if the relief claimed is beyond Rs. 20 Lakhs then certainly the complaint has to be filed before State Commission instead of Distt. Forum

Sir, my query is that if they all file jointly, will they have to add up their relief and will the pecuniary jurisdiction be decided accordingly? or the pecuniary jurisdiction will remain as per their individual claim?

If joining increases the pecuniary jurisdiction they may have to file in State National Forum. In this case there is danger of Distt Forum loosing the jurisdiction due to combining of relief.
It is better they file seperate and paralell cases.
