Dear Members
MY town is Dindigul in Tamilnadu, INDIA
here the small stores and Mobile recharge card sellers Selling above the MRP cost
Example:
If the Card is Rs 30.00 they are asking Rupees 33.00
If we EC to mobile at 50.00 they are asking 52.00
Now how do we suit against the Sellers

You have to take the bill from them then only you can file a consumer case. Such unfair trade practice comes under consumer protection act.

They neither issue bill/ cash memo, nor will agree to.
Sp to prove is difficult, except you trap them well c video/ etc. & then complain to police/ cc forum / TRAI

In such a situation they shall give you BILLS and only option is to complain against such practice before district magistrate. DCRF would not be able to pass any order in absence of Bills.

TRAI can regulate service providers but what about retailers selling the coupon????

TRAI can control the service provider.
Service provider can control the retailer.

I am 100 % sure that shop owner will not issue a bill, so in my view you have to record a video clip or conversation with shop owner and produce it as a evidence during filing consumer complaint. Before filing consumer complaint you must have to issue a legal notice to shop owner.
