me and my mother are the lone survivors i had a sister which died in 2006 i am applying for succession certificate, is death certificate of my sister needed

Yes the court may wish to see the proof that you both are now the only surviving legal heirs of your father.

Naturally,there shall be a pleading on your behalf in your application that she is dead,then court may ask you to file it because it is the best evidence to prove the factum of death.

without it you cannot get legal heir certificate and then after you can get succession certificate from the court.
