I m assistant sub inspector (M) in ministerial cadre of police department and my colouge is also assistant sub Inspector in other cader of police department and my colouge is junior to me but he is promoted supersitting to me by police department whareas bothe are member of police department ang govern same regulation pls tell me any case law regarding this matter

Promotion is made cadrewise and depending upon the vacanies in the line of promotion. If you belong to other cadre than your colleague, you cannot expect promotion in another cadre along with him.

The other person cannot be considered as your junior when he is in a different cadre.

But. Sir both employees appointed by same regulation and both have been known as Ministerial force( Karypalik bal ) and both are enrolled sec 8 of police regulation

OK, if you feel something as common, you may represent to the cadre controlling authority, as none of the members of this site can decide your case for and on behalf of your cadre controlling authority, as no legal angle is involved. It is merely an administrative problem, which has to be solved by your own department as per the provisions of the recruitment rules.

Apply to your controlling/appointing authority for consideration, it is an administrative matter. However, if you are dissatisfied with the decision of the authorities (in the chain of command) file a case before CAT or jurisdictional court as advised by your counsel.
