Chit amounts not paying back

Dear Sir,
I kindly request you to help us in recovering money from our neighbor, who is running a unlicensed chit business at their home.
The chit completed in August 2014 still they are not paying back our money (5 Lakhs) and we are left with no proofs to file a complaint.
we are helpless here i request you to guide us in claiming our amount from them.

File a case of cheating u/s 420 IPC. After the infamous Sarada Scam in state of WB, the govt. is now very strict against such Ponzi schemes.

Could you please guide us in detail in filing a case against that person?
We dont have any proof/person to support, my doubt is what if that person deny stating we haven't been a member with them?
you very well know these days cops are reluctant and do favoritism who influence them by bribing them.
please help.

before going to lodge fir, issue legal notice with the help of local lawyer.

how was money advanced by cash or cheque . ? did you not obtain any receipt . file case of cheating against your neighbour

At least there must be a collection card wherein the amounts are entered and initialed by the receiver. If you do not have any proof, or any witness in your favour what anybody can say in the matter. It must be not only you, they might have duped some other persons. All of you can make a police complaint. Do not entertain pre-conceived notions that police will not help. United action against the cheater will give positive results. Serve a legal notice and let him respond. That will also form part of evidence.

You have adopted irregular way in participating illegal fund without getting proper receipt. Now you want to take action for a fraud from your neighbor in which you were knowingly cheated in greed.
You may lodge FIR against the person, if police proceed impartially, it would be able to gather no. of proofs to punish the fellow. No guarantee of your money.
