Atrocity sc/st case is misused...

Hi all..

One of my friend belongs to upper caste unnecessarily blackmailing me that if i don't give him my money he will file a SC/ST Atrocity case against me through a person belongs to SC/ST caste ,who is not known to me .I belongs to BC caste.My questions are
(1)How to protect ourselves when SC/ST Atrocity case is misused against us?
(2)How to stop the misusing of SC/ST Atrocity cases ,so that innocent people are protected?
