My clients are not responding for the payment of pending fee since the date of judgement even after sending a legal notice and making a number of calls in this regard. What should be the next step to be taken by me in this condition? And also guide me in which type of court, the recovery of counsel fee suit could be filed?

Definitely suit can be filed and yoou may also do so if you have any writing about the fee containing the signature/undertaking of your previous client.
BUT one thing is sure. You still need to learn how to tackle the client and how to get entire fee well before the final argument.

how much is the pending fees/ has client acknowledged in writing his liability to pay balance fees amount . then you can file recovery suit . if fees are not substantial forget about it
