You have to write to your DDO/PAO in this regard. You have to first bifurcate the amount of OTA received by you, year-wise. Then you have to see whether after adding the OTA income to the respective year, you will have to pay any tax or not, or even if any tax is payable, then at what rate. After making that calculation, you can represent to your DDO/PAO to so adjust your OTA arrea year-wise and to grant the benefit u/s. 89(1).

Relief u/s.89 has to be calculated since F.Y 2005-2006, in absence of the return details for the year 2005-2006 to date the calculation of relief is not possible, Further the DDO has to state the amount for each year hence advise to approach a local Tax practitioner or a CA.
