My wife has given a false dowry complaint against me and my family members to harras us. Can my mother or sister can file the DV case against my wife ?

Yes. I agree with Mr. Makkad. If they have been harassed by her only as defined in DV Act, they can file the case. Cases shall not be filed as retaliatory acts or revengeful acts.
