First of all see whether you belong to BPL family or if you belong to SC-ST category, widow or fall in any category for whom Free Legal Aid is provided. If you fall in either of categories then move a simple application supported with a duly attested affidavit to your nearest court requesting to provide you free legal aid so the purpose of filing consumer complaint as you fall in a particular category. Your application shall be accepted and you shall be provided with a lawyer under scheme and rest of the action shall be taken by him as per your instruction.

for filing case in consumer court it is advisable to first issue notice . then only file complaint . depending upon the amount claimed jursidiction vest in consumer forum . no fixed time frame can be mentioned for your case disposal as it depends upon backlog of cases .
generally it may take around 2 years on an average .

as far as legal aid is concerned other experts have already guided you .

You can contact any consumer associations of your area. Become a member of that association, give the complaint to them. They will handle the case with nominal fees.
