Complaint against municipal corporation

a certain locality lack of proper drainage system for discharge of water as a result of which dirty water from the houses and rainwater was accumulated in lake growth of mosquito & insects in the area increased the possibility of epidemic the corporation was requested so many times to resolve the problem but in vain.can a lodge a criminal complaint against the municipal authorities?

Criminal proceeding can be initiated against the municipal authorities even under section 133 of criminal procedure code which is also application in UP.
